CIA Scientific Advisory Panel on Unidentified Flying Objects – Highlights from Evidence Presented

Charts of the U.S. showing Plot of Geographic Location of Unexplained Sightings, Balloon Launching Sites, Actual Balloon Flight Paths and Relation to Reported Sightings, Frequency of Sightings, Categories of Explanations of Sightings.

“The writings of Charles Fort were referenced to show that “strange things in the sky” had been reported for hundreds of years. It appeared obvious that no single explanation for the majority of things seen.”

World War II – By June 1944 “material evidence” of the existence of “HARDWARE” from crashed VEHICLES in Sweden, intelligence operation CROSSBOW. This evidence gave the investigating team a basis upon which to operate.

However, the absence of any hardware resulting from UNEXPLAINED UFO sightings lends to a “will-of-the-wisp” nature to the PROBLEM …

Furthermore, the current reporting system would have little value in the case of detection … Under such conditions the “HARDWARE” would be available almost at once.

There would still be a role for a very modest sized Air Technical Intelligence Center, or ATIC, section to concentrate energetically following up on “evidence of unconventional enemy ARTIFACTS” for possible scientific value.

Such ARTIFACTS would be expected to arise mainly from Western Outposts, in far closer proximity to the Iron Curtain than Lubbock Texas.

COSMIC RAY BURSTS OFF THE SCALE DURING UFO OBSERVATIONS

Cases were examined, when COSMIC RAY counters “went off scales for few seconds” during the visual observation of UFOs in California, in October 1949. And a SERIES of observations from August 1950 to January 1951.

DEBUNKING & EDUCATIONAL PROGRAMS TO REDUCE PUBLIC INTERESTS

The “DEBUNKING” aim would result in reduction in public interest in “flying saucers” which today evokes a strong psychological reaction.

The use of real cases first showing the “mystery” then the “explanations” would be forceful.

This EDUCATION could be accomplished by mass media such as television, motion pictures, and popular articles… Psychologists familiar with mass psychology should advise the nature and extent of the PROGRAM.

MONITOR UFO GROUPS

It was believed that Civilian UFO Investigative groups be watched because of their potentially great influence on mass thinking if widespread sightings should occur.

The groups apparent “irresponsibility” and possible USE of such groups for “SUBVERSIVE” purposes should be kept in mind.

INCREASE in sightings .. The consensus of the panel that based on HISTORY, the number of sightings should be expected to increase AGAIN this summer.

NATIONAL SECURITY THREAT

SUBJECT – Flying Saucers

Of the 1500 reports, Air Force carries 20 percent as unexplained and of those received from January through July 1952 it carries 26 percent unexplained.

ATIC study is probably valid if the purpose is limited to a case-by-case explanation. However, that study does not solve the more fundamental aspects of the problem.

To determine definitely that nature of the various phenomenon which are causing these sightings, and means by which causes their visual or electronic effects may be identified immediately.

The CIA consultants stated that these solutions would probably be found on the margins or just beyond the frontiers of our present knowledge .. with the added possibility that the present dispersal of NUCLEAR WASTE products might also be a factor.

The flying saucer situation contains two elements of DANGER which, in a situation of international tension, have national security implications.

Psychological – With world-wide sightings reported, it was found that, there had been in the Soviet press no report or comment, even satirical, on flying saucers, though Gromko had made one humorous mention of the subject.

With a State-controlled press, this could result ONLY from an official policy decision. The question, therefore, arises as to whether or not these sightings:

1. Could be controlled, 2. Could be Predicted, 3. Could be USED from a psychological warfare point of view, either offensively or defensively.

The public concern with the phenomena indicates that a fair proportion of our population is mentally conditioned to the acceptance of the incredible. In this fact lies the potential for the touching-off of mass hysteria and panic.

Air Vulnerability – The United States Air Warning System depends upon a combination of radar screening and visual observations. The U.S.S.R. is credited with the present capability of delivering an air attack against the U.S.

Yet at any moment of attack, we are now in the position where we cannot, on an instant basis, distinguish hardware from phantom.

Immediate steps should be taken to improve identification.

A study should be instituted to determine what, if any, UTILIZATION could be made of these phenomenon by United States Psychological Warfare Planners and what if any, defenses should be planned in the anticipation of Soviet attempts to utilize them.

In order to minimize risk of PANIC, a national policy should be established as to what should be told to the public regarding the phenomenon.

Other intelligence problems which require determination are –

The present level of Soviet knowledge regarding these phenomena.

Possible Soviet intentions and capabilities to UTILIZE these phenomena to the detriment of the Unites States security interests.

Also, the reason for silence in the Soviet press regarding flying saucers.

I consider this problem of such importance that it should be brought to the attention of the National Security Council in order that a community-wide coordinated effort towards its solution may be initiated.

SUBJECT – Flying Saucers

Problem – To determine whether or not there are national security implications in the problem of “unidentified flying objects”, adequate study and research is currently being directed to such national security implications and what further investigations should be instituted.

Facts and Discussion – OSI has found that Air Technical Intelligence Center, DI, USAF, Wright Patterson Air Force Base, is the only group devoting appreciable effort and study to this subject, and that this effort is not adequate to correlate, evaluate, and resolve the situation. The current problem is discussed in detail on Tab A. (not provided)

Action Recommended – That the Director of Central Intelligence advise the National Security Council of the implications of the “flying saucer” problem and request that research be initiated.

That this subject be discussed with the Director, Psychological Strategy Board.

And that CIA, with the cooperation of PSB and other interested departments and agencies, develop policy of public information which will MINIMIZE concern and possible PANIC resulting from numerous sightings of unidentified objects.

November 1954, Eisenhower approved the development of unarmed reconnaissance planes, but stipulated that it should be handled in an UNCONVENTIONAL way so that it would not become ENTANGLED in the bureaucracy of the Defense Department or troubled by rivalries among the services.

The new reconnaissance program would be controlled by the CIA, not the military.

November 19, “that the special item of material described by Lockheed was practical and desirable and would be sought”. It was agreed the Project should be a joint Air Force-CIA one but that, UNVOUCHERED channels would be needed to PASS THE FUNDS.

The CIA was told they would have to use money from the Contingency Reserve Fund to get the project going. The DCI used this fund to pay for covert activities, following approval from the President and the Director of the Budget. The new Projects code-name would be AQUATONE.

To achieve maximum security, the project staff was self-sufficient. Project AQUATONE had its own contract management, administrative, financial, logistics, communications, and security personal.

Funding for Project AQUATONE was also kept separate from other Agency components; its personnel and operating costs were not paid out of regular Agency accounts.
