Negative Celestials Being Restrained by Non-Violent ETI’s

This latest Wikileaks email provides additional insight into the reasons behind former Astronaut Edgar Mitchell’s desperate request for a meeting with John Podesta, see previous Wikileak articles including the War in Space.
Stressing the urgency to communicate the differences between celestials (position in or relating to the sky) in our own solar system and their restraint (a measure or condition that keeps someone or something under control or within limits) by those from the nonviolent contiguous (sharing a common border; touching) universe.

The previously released emails revealed that Astronaut Edgar Mitchell was attempting to prep Podesta for their upcoming Skype conversation, dealing with the revised 2008 proposed Russia-China Treaty for the Prevention of Weapons in Outer Space. Only requiring 9 Nation Signatures to be ratified under International Law and the United Nations, however the United States has refused to sign.
However, the Obama Administration has ignored these warnings, and in fact, requested $5 billion for space defense in the 2016 fiscal budget. This is a clear signal that the Elites who control the US Political bodies have no intention of releasing control over our Planet anytime soon.

I write on behalf of Dr. Mitchell to request your Skype talk with him ASAP regarding Disclosure and the difference between celestials in our own solar system and their restraint by those from the nonviolent contiguous universe.
Edgar recently closed Quantrek due to health reasons. His talk with you, John, is of great importance given the alternative of your not being aware of these key distinctions heralding either intergalactic warfare or peace.
It is also imperative that after your talk with Edgar, he then speak directly with President Obama via Skype for historical purposes, about the same issue, while the President is still in office.
John, Edgar has consulted on consciousness matters for American presidents in the past, has addressed the UN General Assembly twice. He is not in need of a personal experience, wishes only to serve.

The following email from American investigative journalist George Knapp and Billy Cox of the Herald Tribune expresses exasperation over a policy change, and subsequent stonewalling, that no longer requires the honoring of FOIA (freedom of information act) requests related to radar data. Also mentions a “radar incident in Germany”.

Dear Mr Knapp & Billy,
You may be aware of my interest in recorded radar data and its potential value to the investigation of UAP/UFOs. I feel the need to bring the following situation to your joint attention.
At the end of 2013 Air Combat Command ‘became aware’ that Hill AFB was providing recorded radar data to the public (including me, a Brit) in response to FOIA requests. After who knows how many years of providing data, ACC changed their policy and claimed that they were not required to provide such data.
This change of policy occurred after I won an appeal where they tried to deny access on other grounds. However, instead of providing the data originally requested, I was asked to submit a new request whereupon they refused to provide the data based on the change of policy.
I complained against this change of policy and submitted another appeal at the end of May 2014. I received an acknowledgment of receipt, but all fell silent. I chased ACC for an update in September but have yet to receive a response. I am certain that the change of policy is based on a false premise and can be successfully challenged. When the change of policy occurred Billy, (amongst others) sent an email to the Pentagon liaison office designated as the point of contact in regard to this matter, but as far as I am aware, none of us have ever received a reply.
The above is a summary and I can provide further details, but I am hoping that this matter is something that you might consider worth further investigation.
Btw, I have been pursuing access to recorded radar data in the UK (for over a year now) and will continue until all avenues have been exhausted. Dr Haines recently put me in touch with Luc Dini of 3AF, and amongst other exchanges he is looking at the possibility of obtaining a copy of radar data from an incident in Germany at the beginning of this year. I mention this because the analysis of recorded radar data is still in its infancy and the various rules governing access are somewhat grey.
The potential value of such data is enormous and access is an international issue for ufology.
